I think they are bottonhole cutting scissors.
Do a search on google and see what you find, for instance

My suggestion is that they could be for cutting buttons of a garment without damaging the fabric below.

I really don't know but they are very special, never saw it. It must be quite a job to clean her house and to discover all those things. Bon courage!

These scissors would allow you to start cutting material from the inside, without severing the edge of the material. I don't know if that's what they are for, but they could do that.
Celia's comment about them being 'buttonhole cutting' fits in with that.
